The 2026 Conference on Cyberspace Security, hosted by the Chinese Institute of Electronics and organized by National University of Defense Technology, was held in Changsha, Hunan Province from June 12th to 14th, 2026. Professor Jiang Wei, Dean of the School of Cyberspace Security and deputy director of the Faculty of Computing, was invited to attend and deliver keynote speeches at the conference.

01 Overview of the Conference

The conference, hosted by the Chinese Institute of Electronics, features a main forum, more than 10 special forums and roundtable discussions, bringing together experts and scholars from academia, science and technology, and industry to explore new theories, release new achievements and exchange new experiences in the development of cyberspace security. On the morning of the 13th, several academicians including Wu Jiangxing, Wu Jianping, Wang Xiaoyun, Zhang Hongke and Huang Dianzhong gave keynote speeches, focusing on endogenous security, cryptography technology, new Internet security systems and other directions, looking forward to the new risks and new challenges of cyberspace security in the era of artificial intelligence, setting a high-level academic tone for the conference.

02 Professor Jiang Wei delivered keynote speech: Strengthening the National Cyber Cognitive Security Barrier

On the afternoon of the 13th, Professor Jiang Wei delivered a keynote speech titled "Strengthening the National Cyber Cognitive Security Barrier" at the main forum.

Based on the major demands of national cyber cognitive security, the report, from cognitive mechanisms, cognitive manipulation, cognitive security to defense systems, from risks and challenges, scientific issues, key technologies to system implementation, systematically presented the "Harbin Institute of Technology solution" for strengthening the national cognitive security barrier.

The report mainly covers four aspects:

The first is cognitive mechanisms and cognitive safety. Professor Jiang Wei, starting from the cognitive mechanism, dissects the formation patterns of cognitive bias and cognitive manipulation, explains the connotation and manifestations of "cognitive warfare", and then clarifies the conceptual boundaries and significance of cognitive safety.

The second is the current situation and trends of research at home and abroad. The report systematically reviews the research layout and the latest progress in the field of cognitive safety at home and abroad, and presents the cognitive safety situation and practical challenges faced by China.

Third, thoughts on the modernization of the national cognitive safety system and capacity. Professor Jiang Wei innovatively proposed the national network cognitive security governance model, with the overall framework of "one base, one top, four beams and eight pillars", systematically outlining the top-level design, system framework and collaborative governance of cognitive security governance.

Fourth, key technologies and team foundations. The report dissects the key challenges facing cognitive security, condenses the scientific issues that urgently need to be broken through, elaborates on the key technologies supporting cognitive security, and presents the research accumulation and foundation of the team from the School of Cyberspace Security at Harbin Institute of Technology in related core technologies such as content, network, data and cognition.

The report, with both strategic height and technical depth, contributed "HIT wisdom" to promoting the construction of a national cognitive security barrier, drawing extensive attention and enthusiastic responses from the attendees.
